The Enhanced Fleet Modernization Subaccount is hereby created in the High Polluter Repair or Removal Account. All moneys deposited in the subaccount shall be available, upon appropriation by the Legislature, for both of the following: (a) To the department and the bureau to establish and implement the program created pursuant to this article. (b) To the state board to implement and administer the program created pursuant to this article.
