For purposes of Section 44011, the term âregistered within an area designated for program coverageâ includes any vehicle registered pursuant to the Vehicle Code in this state when the registered ownerâs mailing or residence address is not located within this state, or when the address at which the vehicle is garaged is not located within this state.
