The state board may adopt, by regulation, standards and test procedures for the certification of fuel system evaporative loss control devices on new motor vehicles in the absence of any such federal regulations. In such case, no new motor vehicle may be sold and registered in this state unless it conforms to such regulations adopted by the state board.
