(a) The terms used in this article have the same meaning as in Section 128205. (b) There is hereby created a California Health Workforce Education and Training Council that shall be responsible for helping coordinate Californiaâs health workforce education and training to develop a health workforce that meets Californiaâs health care needs. The council shall be composed of 18 members who, together, represent various graduate medical education and training programs, health professions, including, but not limited to, specialties for primary care and behavioral health, and consumer representatives who shall serve at the pleasure of their appointing authorities, as follows: (1) Six members appointed by the Governor. (2) One member who shall be the Director of the State Department of Health Care Services, or the directorâs designee. (3) One member who shall be the Director of the Department of Health Care Access and Information, or the directorâs designee. (4) One member who shall be the Secretary of Labor and Workforce Development, or the secretaryâs designee. (5) Three members appointed by the Speaker of the Assembly. (6) Three members appointed by the Chairperson of the Senate Committee on Rules. (7) One member who shall be the President of the University of California, or the presidentâs designee. (8) One member who shall be the Chancellor of the California State University, or the chancellorâs designee. (9) One member who shall be the Chancellor of the California Community Colleges, or the chancellorâs designee. (c) Members of the council appointed under paragraphs (1), (5), and (6) of subdivision (a) shall be appointed for a term of four years, except that the term of office of the initial members appointed under paragraph (1) shall expire at the end of two years.
