âStrategically locatedâ means a hospital as defined in subdivision (a) of Section 124840 that, by virtue of its location, or the location of a major portion of the hospitalâs service area, can demonstrate that its existence is essential to provide health services including emergency services and stabilization to the service area and transient populations.
