In implementing this chapter, the department, consistent with other requirements imposed by this chapter to protect public health and safety, shall promote the reduction of low-level radioactive waste generated, both in volume and radioactivity, by encouraging waste reduction practices, including, but not limited to, all of the following: (a) The minimization of waste produced by employing best practices to reduce the amount of contaminated materials; (b) The substitution and use of nonradioactive materials or radioactive materials with shorter radioactive half-lives; and (c) The compaction of low-level radioactive waste to reduce the volume of waste that must be transported and disposed of in the state.
