(a) Contracts and change orders entered into pursuant to this article and any project or systems development notice shall be exempt from all of the following: (1) The competitive bidding requirements of State Administrative Manual Management Memo 03-10. (2) The project authority requirements of Sections 4800 and following of the State Administrative Manual. (3) Part 2 (commencing with Section 10100) of Division 2 of the Public Contract Code. (4) Article 4 (commencing with Section 19130) of Chapter 5 of Part 2 of Division 5 of the Government Code. (5) Section 11.05 of, and Provision 6 of Item 4260-001-0001 of, Section 2.00 of the Budget Act of 2005 (Ch. 38, Stats. 2005). (b) Change orders entered into pursuant to this article shall not require a contract amendment.
