Ordinances may be enacted by and for any district by initiative in the same manner and with the same effect as ordinances of counties under Article 1 (commencing at Section 9100) of Chapter 2 of Division 9 of the Elections Code and the terms used therein shall have the following meanings: (a) âCountyâ shall mean district. (b) âBoard of supervisorsâ shall mean board. (c) âElections officialâ shall mean secretary.
