For purposes of this chapter, the following definitions apply: (a) âExecutive directorâ means the executive director of the board. (b) âIntervenorâ means a person with a substantial interest or representing those with a substantial interest in the pilotage tariff other than the original petitioner that an administrative law judge permits to appear and participate as a party in the rate proceeding. (c) âPartyâ means either of the following: (1) A person participating in the rate proceeding as a petitioner or intervenor. (2) A person participating in a prepetition process as a petitioner or stakeholder. (d) âPersonâ means any individual, partnership, corporation, association, governmental agency, or public or private organization. (e) âPetitionerâ means a person with a substantial interest or representing those with a substantial interest in the pilotage tariff who has filed a petition or who intends to file a petition with the board for the publication of a pilotage tariff under this chapter. (f) âStakeholderâ means any person with a substantial interest or representing those with a substantial interest in the pilotage tariff regardless of whether the person is participating as a petitioner or intervenor. (g) âSubstantial interest in the pilotage tariffâ means any direct or indirect financial interest in the rates and tariffs charged for pilotage services. (h) âTariffâ means the schedule of rates, fees, and charges applied to the provision of pilotage services as published by the board pursuant to this chapter.
