(a) A writ of mandate is an appropriate remedy to compel the state, or an officer or employee of the state, to perform any act required by this chapter. (b) Nothing in this division affects the discretion of the Legislature in determining whether or not to: (1) Make an appropriation for the payment of a claim, compromise, settlement, or judgment or to provide an offset for a claim, compromise, settlement, or judgment. (2) Authorize such a payment or offset.
