The commission may do all of the following: (a) Fix fees and charges for project facilities and revise, from time to time, those fees and charges. (b) Collect rates, rents, fees, and charges for the use of and for any facilities or service furnished, or to be furnished, by a project or any part thereof. (c) Contract with any person, partnership, association, corporation, or public agency with respect to a project. (d) Fix the terms and conditions upon which any project facilities may be sold or disposed of, whether by installment sales contracts or otherwise.
