âSpecial districtâ means any agency of the state established for the local performance of governmental or proprietary functions within limited boundaries. âSpecial districtâ includes a county service area, a maintenance district or area, an improvement district or zone, an air pollution control district, or a redevelopment agency. âSpecial districtâ shall not include a city, county, city and county, or school district.
