(a) A record of a notice or an order that is directed to the owner of any building and relates to violation of a housing or building code, ordinance, statute, or regulation that constitutes a violation of a standard provided in Section 1941.1 of the Civil Code is a public record. (b) A record of subsequent action with respect to a notice or order described in subdivision (a) is a public record.
