(a) As used in this division, âpublic recordsâ includes any writing containing information relating to the conduct of the publicâs business prepared, owned, used, or retained by any state or local agency regardless of physical form or characteristics. (b) âPublic recordsâ in the custody of, or maintained by, the Governorâs office means any writing prepared on or after January 6, 1975.
