It is the intent of the Legislature that any disabled individual who has an active individualized education program and is being discharged from a state developmental center or state hospital be discharged to the community as close as possible to the home of the individualâs parent, guardian, or conservator in keeping with the individualâs right to receive special education and related services in the least restrictive environment.
