Every state and local public retirement system shall permit any person entitled to the receipt of benefits to designate that payment of such benefits shall be transmitted to a bank, savings and loan association, or credit union for deposit in the personâs account, and the transmittal of such payment pursuant to this section shall discharge the public agencyâs obligations in respect to such payment.
