Unless the context otherwise requires, the definitions contained in this chapter govern the construction of this title. (a) âAuthorityâ means a military base reuse authority. (b) âBasewide facilityâ means a public capital facility that, in the judgment of the board, is important to the overall reuse of the base, and has significance beyond any single city or the unincorporated area of a county. (c) âBoardâ means the governing board of the authority, as specified in Section 67820. (d) âAuthority reuse planâ means the plan for the future use of the military base pursuant to Section 67830. (e) âLocal facilityâ means a public capital facility that, in the judgment of the board, is important primarily within a single city or the unincorporated area of the county. (f) âLegislative bodyâ means the city council of a city or the board of supervisors of a county. (g) âMember agencyâ means any of the counties and cities serving on the board of the authority. (h) âPublic capital facilitiesâ means all public capital facilities described in the authority reuse plan, including, but not limited to, roads, freeways, ramps, air transportation facilities and freight hauling and handling facilities, sewage and water conveyance and treatment facilities, school library and other educational facilities, and recreational facilities, that could most efficiently and conveniently be planned, negotiated, financed, or constructed by the authority to further the integrated future use of the military base. (i) âRedevelopment authority,â for the purposes of federal law concerning the transfer of property at the military base, means the authority.
