The authority may adopt such rules and regulations governing the employment of any and all employees necessary to carry out its powers, including, without limiting the generality of the foregoing, the establishment of a retirement system. If the authority determines that it is in the authorityâs interest to do so, the authority may enter into a contract with the Public Employeesâ Retirement System to provide for the inclusion of all its employees in the Public Employeesâ Retirement System.
