(a) The board is the legislative body of the authority and, consistent with this title, shall establish policies for the operation of the authority. (b) The board may act either by ordinance or resolution in order to regulate the authority and to implement this title. (c) Four voting members of the board shall constitute a quorum for the purpose of transacting any business of the board. A recorded majority vote of the total voting membership of the board is required on each action.
