The provisions of this chapter shall not apply to the following: (a) Activities of the State Energy Resources Development and Conservation Commission established pursuant to Division 15 (commencing with Section 25000) of the Public Resources Code. (b) Administrative appeals within a state or local agency or to a state or local agency.
