(a) For purposes of this chapter, “disaster” means a declared disaster or state of emergency, including, but not limited to, any of the following: (1) A state of disaster or emergency declared by the federal government. (2) A state of emergency proclaimed by the Governor pursuant to Section 8625. (3) A local emergency proclaimed by a local governing body or official pursuant to Section 8630. (b) The Legislature finds and declares that this chapter addresses a matter of statewide concern rather than a municipal affair as that term is used in Section 5 of Article XI of the California Constitution. Therefore, this chapter applies to all cities, including charter cities.
