(a) It is the policy of the state to permit breeding and the maintaining of homing pigeons consistent with the preservation of public health and safety. (b) For purposes of this section, a âhoming pigeon,â sometimes referred to as a racing pigeon, is a bird of the order Columbae. It does not fall in the category of âfowlâ which includes chickens, turkeys, ducks, geese, and other domesticated birds other than pigeons.
