As used in this article, the following definitions apply unless specified otherwise: (a) âAbove moderate incomeâ means income exceeding the moderate-income level described in Section 50093 of the Health and Safety Code. (b) âAcutely low incomeâ has the same meaning as in Section 50063.5 of the Health and Safety Code. (c) âAll income levelsâ or âall household income levelsâ means lower income, moderate income, and above moderate income levels. (d) âCommunity,â âlocality,â âlocal government,â or âjurisdictionâ means a city, city and county, or county. (e) âCouncil of governmentsâ means a single or multicounty council created by a joint powers agreement pursuant to Chapter 5 (commencing with Section 6500) of Division 1 of Title 1. (f) âDepartmentâ means the Department of Housing and Community Development. (g) âEmergency shelterâ has the same meaning as defined in subdivision (e) of Section 50801 of the Health and Safety Code. (h) âExtremely low incomeâ means the income for households exceeding the income limit for acutely low income households, as defined in this section, and does not exceed the limit for extremely low income households, as defined in Section 50106 of the Health and Safety Code. (i) âFrequent user coordinated care housing servicesâ means housing combined with other supportive services for homeless persons identified by a city or county as the most costly, frequent users of publicly funded emergency services. (j) âHousing elementâ or âelementâ means the housing element of the communityâs general plan, as required pursuant to this article and subdivision (c) of Section 65302. (k) âLow incomeâ means the income for households exceeding the income limit for very low income households, as defined in this section, and does not exceed the income limit for lower income households, as defined in subdivision (a) of Section 50079.5 of the Health and Safety Code. (l) âLower incomeâ means income that is low income, very low income, extremely low income, or acutely low income. (m) âModerate incomeâ means the income for households exceeding the limit for lower income households, as defined in this section, and does not exceed the income limit for moderate-income households, as defined in Section 50093 of the Health and Safety Code. (n) âSupportive housingâ means housing with no limit on length of stay, that is occupied by the target population, and that is linked to an onsite or offsite service that assists the supportive housing resident in retaining the housing, improving their health status, and maximizing their ability to live and, when possible, work in the community. (o) âSupportive servicesâ include, but are not limited to, a combination of subsidized, permanent housing, intensive case management, medical and mental health care, substance abuse treatment, employment services, and benefits advocacy. (p) âTarget populationâ means persons with low incomes who have one or more disabilities, including mental illness, HIV or AIDS, substance abuse, or other chronic health condition, or individuals eligible for services provided pursuant to the Lanterman Developmental Disabilities Services Act (Division 4.5 (commencing with Section 4500) of the Welfare and Institutions Code) and may include, among other populations, adults, emancipated minors, families with children, elderly persons, young adults aging out of the foster care system, individuals exiting from institutional settings, veterans, and homeless people. (q) âTransitional housingâ means buildings configured as rental housing developments, but operated under program requirements that require the termination of assistance and recirculating of the assisted unit to another eligible program recipient at a predetermined future point in time that shall be no less than six months from the beginning of the assistance.
