(a) A public corporation may apply for the privilege of establishing, operating, and maintaining a foreign-trade zone in accordance with the act of Congress. (b) Any private corporation organized under the laws of the state subsequent to September 15, 1935, for the purpose of establishing, operating, and maintaining a foreign-trade zone in accordance with the act of Congress may apply for the privilege of establishing, operating, and maintaining a foreign-trade zone in accordance with the act of Congress.
