For the purposes of this chapter, the terms âspecial districtâ and âdistrictâ also include the South Coast Air Quality Management District, the Bay Area Air Quality Management District, and the San Joaquin Valley Air Pollution Control District, and the term âlegislative bodyâ also includes the boards of the districts.
