The executive officer shall review each application which is filed with the executive officer and shall prepare a report, including his or her recommendations, on the application. The report shall be completed not less than five days prior to the date specified in the notice of hearing. Upon completion, the executive officer shall furnish copies of the report to each of the following: (a) The officers or persons designated in the application. (b) Each local agency whose boundaries or sphere of influence would be changed by the proposal or recommendation. (c) Each affected local agency which has filed a request for a report with the executive officer. (d) The executive officer of another affected county when a district is or will be located in that other county. (e) Each affected city.
