Any public agency providing public utility service on or after July 21, 1986, may continue to charge, or may increase, an existing capital facilities fee, or may impose a new capital facilities fee after that date, and any public agency receiving a public utilityâs service shall pay those fees so imposed, except as provided in Sections 54999.3 and 54999.35.
