The notes, tax anticipation warrants, or other evidences of indebtedness shall be signed by: (a) The chairman of the board of supervisors and countersigned by the auditor and treasurer of the county or of the county having the largest area within the regional park district. (b) The mayor, and countersigned by the city treasurer and chief accounting officer, for a city. (c) The presiding officer of the legislative body, and countersigned by the officers performing the functions of auditor and treasurer of the municipal or public corporation or district.
