Except for reasonable network management, a local agency insofar as it is engaged in the provision of broadband Internet access service shall not unreasonably interfere with, or unreasonably disadvantage, either of the following: (a) An end userâs ability to select, access, and use broadband Internet access service or the lawful Internet content, applications, services, or devices of the end userâs choice. (b) An edge providerâs ability to make lawful content, applications, services, or devices available to an end user.
