California Government Code § 50331

A local agency may acquire and hold land within its boundaries for: (a) Developing and encouraging agricultural, horticultural, or botanical products. (b) Exhibiting such products. (c) Erecting, rebuilding, or furnishing historical museums and art galleries. Such land may be acquired by purchase or otherwise, or may be leased for a term not to exceed fifty years.
