As used in this article: (a) âNavigable waterâ includes a harbor, bay, inlet, and estuary. (b) âTidelandsâ includes submerged lands. (c) âOwns tidelandsâ means by grant from the State, or otherwise, owns, holds, or possesses tidelands or the title to such lands.
