The legislative body may acquire property needed for: (a) Parking motor vehicles. (b) Opening and laying out any street, alley, lane, or tunnel from the point where it ceases to the point where it again commences. It may lay out and improve such a street, alley, lane, or tunnel and pay the expense incurred out of the general fund. (c) Golf courses; provided, however, that no existing golf course may be acquired by means of proceedings pursuant to eminent domain.
