The state employer shall adopt reasonable rules and regulations for all of the following: (a) Registering employee organizations, as defined by subdivision (c) of Section 1150, and bona fide associations, as defined by subdivision (d) of Section 1150. (b) Determining the status of organizations and associations as employee organizations or bona fide associations. (c) Identifying the officers and representatives who officially represent employee organizations and bona fide associations.
