Any county may issue funding or refunding bonds pursuant to this chapter for the following purposes: (a) To refund any outstanding county indebtedness, evidenced by bonds or warrants. (b) For any purposes for which the board of supervisors is authorized to expend the funds of the county. (c) For the purpose of building or constructing roads, bridges, or highways.
