For purposes of this article, the following definitions apply: (a) â2022 CAPPâ means the 2022 California Arrearage Payment Program established in Section 16429.10. (b) âCOVID-19 pandemic bill relief periodâ means the period starting March 4, 2020, and ending December 31, 2021, inclusive of both start and end dates. (c) âDepartmentâ means the Department of Community Services and Development. (d) âElectrical cooperativeâ has the same meaning as defined in Section 2776 of the Public Utilities Code. (e) âElectrical corporationâ has the same meaning as defined in Section 218 of the Public Utilities Code. (f) âGas corporationâ has the same meaning as defined in Section 222 of the Public Utilities Code. (g) âLoad-serving entityâ has the same meaning as defined in Section 380 of the Public Utilities Code. (h) âLocal publicly owned electric utilityâ has the same meaning as defined in Section 224.3 of the Public Utilities Code. (i) âPast due billsâ means active residential customer accounts with a past due balance incurred during the COVID-19 pandemic bill relief period and includes 2022 CAPP-eligible residential customer accounts that have payment plans or payment arrangements. (j) âProgram noticeâ means official guidance issued by the department regarding 2022 CAPP implementation and administration. (k) âUtility applicantâ means any of the following: (1) A local publicly owned electric utility. (2) An electrical corporation. (3) A gas corporation. (4) An electrical cooperative.
