For purposes of this chapter, the following terms shall have the following meanings, unless expressly stated otherwise: (a) âCommissionâ is the California Transportation Commission. (b) âDepartmentâ is the Department of Transportation. (c) âFundâ or âTCRFâ is the Traffic Congestion Relief Fund created under this chapter. (d) âProgramâ is the Traffic Congestion Relief Program established under this chapter.
