The department shall in conjunction with the Department of Corrections evaluate the addition of stations or stops on existing bus or rail routes, or the addition of new services, which improve transportation access for visitors to prisons. The department shall give reasonable priority to stations, stops, and routes which serve visitors to prisons, particularly when alternative public transportation is minimal or nonexistent. Whenever possible, the department and the Department of Corrections shall seek to implement these services in conjunction with the opening of new prison facilities. The Department of Corrections shall publicize the availability of services provided by the department under this section.
