(a) To help inform the establishment and administration of the program, the department shall convene and facilitate a workgroup that includes, but is not limited to, the following representatives: (1) A nonmanagement representative from an existing farmworker resource center. (2) Three representatives from community-based organizations with a history of serving the farmworker communities. (3) A representative from a community-based organization that works with indigenous farmworkers. (4) A representative from the Labor and Workforce Development Agency. (5) A representative from a local public health department. (6) A representative from the County Welfare Directors Association of California. (7) A representative from the farming community. (b) The working group and the department shall do both of the following: (1) Develop common indicators and metrics for the evaluation of grant applications. (2) Develop standards and metrics for the evaluation of awardees for the purpose of ensuring that awardees use grant funds pursuant to this chapter. (c) The department shall do all of the following: (1) Determine and approve awardees based on the metrics and indicators established pursuant to paragraph (1) of subdivision (b). (2) Ensure that initial grants are awarded to counties in different regions of the state. (3) Using the standards and metrics established pursuant to paragraph (2) of subdivision (b), evaluate awardees within 18 months after an awardee has established a center.
