The Governor may direct the Attorney General to appear on behalf of the state and may employ such additional counsel as the Governor deems expedient whenever a suit or legal proceeding is pending: (a) Against the state. (b) Which may affect the title of the state to property. (c) Which may result in a claim against the state.
