The following definitions govern the construction of this article: (a) âAgentâ means the person designated in writing by the owner as the ownerâs representative. (b) âChange of ownershipâ means the transfer of ownership of a permitted vessel to a new owner. (c) âCommercial salmon vessel permitâ means an annual permit issued by the department to an owner of a commercial fishing vessel for use of that vessel to take salmon for commercial purposes and shall not be considered personal property. (d) âFishing potentialâ means the capability and capacity for harvesting salmon of a particular commercial fishing vessel. (e) âPermitâ means a commercial salmon vessel permit as defined in subdivision (c). (f) âPermitted vesselâ means a commercial fishing vessel for which a permit is currently valid. (g) âReplacement vesselâ means a commercial fishing vessel for the use of which a permit is proposed to be transferred pursuant to this article. (h) âTransferâ means the issuance of a permit for use of a replacement vessel.
