The purposes of this chapter include both of the following: (a) To provide a means by which participating states may join in a reciprocal program to effectuate the policies enumerated in Section 716.1 in a uniform and orderly manner. (b) To provide for the fair and impartial treatment of wildlife violators operating within participating states in recognition of the violatorâs right to due process and the sovereign status of the participating states.
