(a) Except as otherwise provided in this section, the names and addresses contained in records submitted and retained by the department for the purpose of obtaining recreational fishing and hunting licenses are confidential and are not public records. (b) Notwithstanding any other provision of law, the department may release the confidential information described in subdivision (a) under the following circumstances: (1) To an agent or authorized family member of the person to whom the information pertains. (2) To an officer or employee of another governmental agency when necessary for the performance of his or her official duties. (3) In accordance with Section 391. (4) Pursuant to a court order.
