(a) The department, in collaboration with the Veterinary Medical Board, technical experts in animal blood banking, and any other relevant stakeholders, shall develop and make available a âCommunity Animal Blood Banking Guidance Resourceâ or other documents that provide veterinarians, at a minimum, accurate, clear, and concise information regarding best management practices for operating community blood banks. (b) On or before March 1, 2023, the department shall publish the guidance resource or other documents described in subdivision (a) on its internet website. The guidance resource or other documents shall include primary information and best practices in all of the following areas: (1) Animal donor qualification, selection, and screening. (2) Bloodborne pathogen testing. (3) Safe blood products handling, processing, labeling, and storage.
