The notice shall contain all of the following: (a) A summary of the proposed budget and shall refer to the original on file with the board for further particulars. (b) State that it is the intention to raise the amount of money required to meet the proposed budget by levying an assessment upon the assessed value of the citrus trees within the district in accordance with this part. (c) A statement of the day, hour, and place, when and where any and all persons interested may appear and object to the adoption of the budget or to any item in it.
