(a) No fee established and collected pursuant to this chapter shall exceed the secretaryâs costs or the county agricultural commissionerâs costs, as the case may be, of regulating and enforcing the provisions of this chapter related to the function for which the fee is established. (b) The fees established and collected pursuant to this chapter may be expended, under the advisement of the California Organic Products Advisory Committee, for activities authorized under this chapter, including assisting operations in achieving certification, conducting education and outreach, entering research and development partnerships, and addressing production or marketing obstacles to the growth of the organic sector.
