The Legislature finds and declares the following: (a) That the public has a valuable interest in public equine events and public horse sales. (b) That it is the intent of this chapter to ensure the integrity of public equine events and public horse sales through the control of performance- and disposition-enhancing substances while limiting permitted therapeutic usage at horse shows and competitions.
