Every peddler or retailer of meat that purchases the meat of any animal shall enter all of the following in a book which he keeps for that purpose and exhibit it on demand to any agent of the department or any peace officer: (a) The name and address of the person from whom the meat was purchased or obtained. (b) The date of purchase and the price which was paid. (c) An itemized description of the weight and quantity which was purchased. (d) The time and place of the delivery of the meat.
