The Legislature finds and declares all of the following: (a) Mindful of the right of individuals to privacy, access to information concerning the conduct of the people’s business is a necessary and fundamental right of every person in this state. (b) University of California campus foundations are independently governed charitable nonprofit corporations that are legally separate from the University of California (UC), but provide important support to the individual campuses of the UC and the UC system as a whole. (c) The release of information maintained by University of California campus foundations to the public must be balanced by the need to protect the individual privacy rights of donors and volunteers and to protect the fiduciary interests of these organizations.
