(a) (1) The department shall provide notice to all schools eligible for grants under this article of the availability of those grants as well as the application process. (2) The department shall make the application available through its Internet Web site. The department shall periodically review the applications on a competitive basis for funding on dates determined by the department. (b) The department shall review all applications for their inclusion of the requirements of subdivision (f) of Section 8421 and Section 8423.
