Notwithstanding any other law, if the governing board of a community college district authorizes the use of any of the community college districtâs facilities or grounds pursuant to this article, the community college district shall give priority access to the use of those facilities or grounds to organizations, clubs, and associations, including athletic associations for youth, that serve people from socioeconomically disadvantaged communities.
